LEGAL TECH ASSOCIATION GERMANY PRESENTS POLITICAL POSITION PAPER
Appeal to the New Federal Government: For a Digital and Future-Proof Legal System
In light of the ongoing government formation, the Legal Tech Association Germany has published a position paper outlining specific reform proposals for a modern legal market in Germany. The goal is to accelerate the digitalization of the legal system, unlock innovation potential, and sustainably improve access to justice.
“Germany stands at a crossroads: While other countries are digitalizing their legal markets, bureaucracy and outdated structures are slowing down innovation and access to justice here,” says Alisha Andert, Chair of the Legal Tech Association Germany. “Our position paper is an appeal to the next federal government: We need a justice system that thinks digitally, a legal market that allows innovation, and legal education that prepares students for the reality of tomorrow. Digitalization is not a nice-to-have – it is a fundamental prerequisite for a modern legal state.”
The position paper identifies four key areas requiring reform:
Greater Openness to Innovation in the Legal Market: The regulatory framework needs reform, including the liberalization of the Legal Services Act (RDG), reform of the ban on external ownership, and the facilitation of flexible fee models.
Digital and Efficient Justice: Unified IT structures, central management of judicial digitalization, open-access databases for judgments, and user-friendly digital interfaces should make the judiciary more efficient.
Stronger Financing of Legal Tech Innovations: A “Future Fund for the Legal System” should enable investments in digital infrastructure and Legal Tech companies, especially in the field of Artificial Intelligence.
Modernization of Legal Education: A Bachelor/Master system, mandatory technology and business modules, and a stronger focus on practical experience should better prepare young lawyers for the professional world.
